Tillamook County Community Action Resource Enterprise Inc (CARE Inc.) is thrilled to announce the appointment of Ryan Weber as its new Development and Special Events Manager. Weber, a fourth generation Tillamook native, brings an impressive blend of experience in fundraising, financial services, and community leadership to this vital role. With over 15 years of experience in fundraising and a decade in financial services, Weber is uniquely positioned to help CARE achieve its mission of assisting individuals and families in Tillamook County.
As the Development and Special Events Manager, Weber will spearhead CARE’s annual fundraising initiatives, grant writing and management, and special events planning. In his first 6 months, Weber will work to secure additional funding for CARE’s shelter village, bolstering their Peer Support program, and supporting the needs of their warming center.
Weber’s extensive background in supporting nonprofits and driving community impact played a significant role in their selection for this position. He has served in various leadership and advisory roles, including:
- President, Board of Directors, Tillamook County Pioneer Museum
- Past Treasurer, Board of Directors, Tillamook Early Learning Center
- Volunteer Staff, Tillamook County Outdoor School
- Facilitator, Financial Beginnings Oregon, where they educated at-risk populations, including youth and reentry individuals, on financial literacy.

Ryan brings with him a wealth of experience and will help CARE Inc. become even more financially sound.” said Jeff Blackford, Executive Director. “Over the next several years, we intend to broaden our programs and funding platforms so we are not vulnerable to potential budget cuts from state or federal programs that may be beyond our control. The hiring of Ryan helps us to be more financially stable for years to come and helps even more of the most vulnerable members of our Tillamook community.”
When asked about their new role, Weber said, “I am excited to join CARE and look forward to building on its incredible legacy of service in our community. I’ve been wanting to break into the nonprofit development field for some time now as I’m passionate about connecting people with opportunities to make a difference in our community. CARE is the perfect organization for me because it allows for me use my passion for people and allows me to work towards helping the most vulnerable members of our community find a place of sustainability and stability.”
CARE Inc. has long been a cornerstone of support for Tillamook County, providing essential services such as housing assistance, food security programs, rental and energy assistance, and their warming center. With the addition of Weber to the leadership team, CARE is poised to strengthen its impact and expand its reach in the community.
