KaSandra Larson has announced her candidacy for Tillamook County Assessor in the May 21, 2024 election. The seat is currently held by Assessor Denise Vandecoevering, who is retiring at the end of her term (December 2024). Larson currently serves as the Chief Deputy Assessor & Tax Collector, bringing 21 years of experience in the Tillamook County Assessment & Taxation Department.
The County Assessor & Tax Collector elected position is responsible for overseeing the property tax system in Tillamook County. The major duties of this position include locating, identifying, gathering inventory, classifying, and estimating the real market value and taxable value properties within the county. Annually, the Assessor also oversees preparing and certifying the assessment roll for the county and calculates the tax due for each property. This also includes overseeing the mailing and billing of all taxable properties, managing property tax foreclosures, as well as property tax exemption programs. The culmination of these efforts results in providing revenue to Tillamook County’s local taxing districts, which in turn funds vital services to the public.
Larson’s career in the Tillamook County Assessment & Taxation office began in 2002. She became a State of Oregon Registered Appraiser for Tillamook County, specializing in residential appraisal. She spent 15 years in appraisal, rising to the role of Lead Residential Appraiser & Sales Data Analyst. In this role, she analyzed all sales in Tillamook County and implemented county-wide real market value trending to support the Assessor with the assessment roll. During this time, she also was the Tillamook County representative for the Board of Property Tax Appeals and the Oregon Department of Revenue Tax Appeals Magistrate Division. In 2017, Larson accepted her current position as Chief Deputy Assessor & Tax Collector to further her knowledge of the tax collection department in preparation for an eventual run for County Assessor.
Born and raised in Tillamook County, Larson learned the importance of a strong work ethic from an early age. Her parents, Richard & Deborah Coon, worked tirelessly to grow their local businesses while raising four children. Their example shaped KaSandra’s dedication to serving the community of Tillamook County, both professionally through her work in the Assessment and Taxation department, as well as through her service on the Tillamook County YMCA Board, the Tillamook Chamber Community Foundation Board, and as Vice Chair of the Oregon Association of County Tax Collectors.
KaSandra is married to Colby Larson, and together they are raising their two children Tyler, 14, and Treven, 11. Both come from fourth-generation Tillamook families and value the heritage and history their families have within our community. KaSandra is honored to carry on the Larson family legacy of serving the people of Tillamook County as her husband’s great-grandfather, Vern Larson Sr., was Assessor from 1949-1973.
Larson said she is excited to bring the culmination of her experience and education to the role of Assessor. “I take an incredible amount of pride in this position. I value fair property values, accurate assessment records, responsive customer service, and considerate tax collection. As Assessor, I will ensure a smooth transition for the taxpayer as I am the only candidate who has hands-on experience in both facets of the department, Appraisal and Tax Collection. Working directly under the Assessor for the past six years has given me the tools I need to lead the department.”
