On November 1st from 9:00 to noon, the Oregon Department of Land Conservation and Development (DLCD) will be holding a virtual kickoff meeting for the development of a state Offshore Wind Energy Roadmap, which the agency will be leading between now and fall 2025. This kickoff meeting will be open to the public, with opportunity for public comment.
DLCD was directed, by House Bill 4080 in the 2024 Legislative Session, to develop an Offshore Wind Energy Roadmap on behalf of the state that defines standards to be considered in the processes related to offshore wind energy development and approval. DLCD is currently appointing members of a Roadmap Roundtable for the Offshore Wind Energy Roadmap to advise on development of the Roadmap content and engagement process. Oregon Consensus will be supporting DLCD in the creation of our Roadmap.
A meeting agenda for the November 1st kickoff will be posted on the DLCD website in advance of the meeting. The purpose of the meeting is to welcome the Offshore Wind Energy Roadmap Roundtable group, establish the process for developing collaborative recommendations, and review a draft outline of a Roadmap that will guide future conversations of the Roundtable. The first full-day, in-person Roundtable meeting is scheduled for mid-November in Florence, further details will be provided at the kickoff meeting.

The Roadmap also may provide guidance on strategic planning steps the state should consider to direct future research, investment, engagement, partnerships, or other activities related to the potential development of an offshore wind presence in Oregon.
Please note that the Roadmap development process is not a formal rulemaking effort. The Roadmap process or recommendations cannot directly create or amend laws, rules, or other enforceable policies. Any amendments to state enforceable policies would occur through separate public processes the Roadmap would identify and inform.
