The County Commissioners will vote on
final adoption of new rules governing county short term rentals at their meeting scheduled for this
Wednesday, July 19, at 9:00 a.m. Here is a link to the final draft of what is technically termed the “
Second Revision of Ordinance 84.”
Revised STR Rules – Final Draft If adopted, the new rules will take effect
August 1, 2023 – coinciding with the expiration of the current “pause” on new STR applications. Existing STRs are grandfathered and exempt from some (but
not all) of the new rules, and other revisions are phased in over a period of more than a year. The new regulations and procedures will apply to the unincorporated communities and rural areas of Tillamook County, but not to incorporated cities like Bay City, Wheeler or Manzanita – which govern their own STRs and manage the resulting TLT revenue.
In the same meeting, the Commissioners will vote on the immediate imposition of “caps” and waiting lists for STR licenses in each of the unincorporated communities (and separately identified rural areas) including Netarts, Oceanside and Cape Meares. Oceanside alone currently has more than 120 STR-licensed homes. Once these caps are in place, the Department of Community Development plans to schedule public meetings over a period of months for input on how each community might wish to revise or refine the caps going forward.
TCVA Has Drafted an Oceanside Project Wish List for the July 24 OAP Community Workshop
The
Tillamook Coast Visitors Association (TCVA) has produced a
list of 47 potential community projects gleaned from suggestions offered by attendees at the two, previous workshops facilitated by its Executive Director Nan Devlin and Trails and Outdoor Rec. Director Dan Haag. The initiative was organized by the
Oceanside Action Partnership (OAP). The aspirational list is color-coded to reflect projects that would or would not legally qualify for grants from the County Commissioners under their annual tourism facilities grant program. The Commissioners utilize that program to distribute some of the TLT revenues it collects from short term rentals in unincorporated areas like Oceanside. Devlin, Haag and the OAP have scheduled a third,
4-hour workshop for community members on July 24, 2023, from 2-6 p.m.at the
Oceanside Community Hall. (It will also allow for online attendance.) The workshop is open to all of those interested in helping to refine the list and set priorities for what the OAP is terming a “Community Investment Plan” for Oceanside. The OAP itself is a private 501(c)(3) corporation (IRS application pending) with a local Board of Directors whose mission is to “collectively prioritize community projects, pursue finding and oversee project management of community projects.”
The Village Gathering Potluck is Less Than Two Weeks Away Volunteers Needed!
A message from ONA President Sharon Brown: Our Annual Oceanside Community Gathering is coming up very quickly! Please join us on Saturday July 29, 2023, from 4:00 to 6:00 pm at the Oceanside Community Club. Every year for many years we have gathered together to celebrate our unique community, now 100 plus 1 years old. We’ll be serving franks from Tillamook Meats and ask you to bring an hors d’oeuvre/appetizer or dessert to share in an appetizer buffet. We’ll also be serving wine, beer and bottled water. Please join us whether you are a resident full-time or somewhat less than that, a visitor or a friend of the community. Please share widely to those you believe would also like to attend.

Our traditional volunteer tasks include preparing and setting up the Community Club, greeting and helping with name tags, monitoring and arranging the buffet tables and refilling utensils as needed, serving beverages, and cleaning to return the Community Hall to original condition. Oceanside Resident Praises Fire/Emergency First Responders
A self-described elderly resident of our community asked us to pass along this anonymous message of gratitude:
“I fell at my home Thursday night and was unable to get up. I used my emergency pager to call for help and shortly the EMTs from the Netarts-Oceanside Fire Department arrived. Chief Carpenter also was on the scene. The EMTs took my vitals, helped me get up and then saw me safely upstairs to my bed. I would like to publicly recognize and thank these first responders, many of whom are local volunteers. They were efficient, caring and respectful. And thanks to Chief Carpenter as well. We are lucky to have these resources in our community.”
