April was a good month to look for TLT funding from the County Commissioners … if you live in Pacific City. At its April 5, 2023, meeting, the Board of Commissioners approved a contract for another $5.5 million in improvements to the Cape Kiwanda parking lot in Pacific City. All but $500,000 of the cost will be paid from TLT revenues the county collects from STRs in the unincorporated communities of Tillamook County.
This award is in addition to millions more in TLT funding the County has devoted to such projects in Pacific City over the past 4-5 years. Pacific City did not compete for or even apply for this recent grant as other unincorporated areas must do. Instead, the County continued its practice of making direct allocations from the TLT funds it controls (as well as administrative staff support and professional services) based on the “high priority” it has assigned to the area and the fact that the county owns much of the property involved.
Meanwhile, the County has made it clear to the ONA and Oceanside Action Partnership that it lacks a sufficient connection to Oceanside to justify comparable support for an organized investment program here. By contrast, incorporated communities like Manzanita, Wheeler and Bay City keep and control 90% of the revenues generated by their STRs. (Oceanside-Netarts STRs have generated nearly $1.5 million in TLT funds for the county over the past two years alone.)

In a related development last month, the County also voted to support an application to the State of Oregon Parks and Recreation Department for a local improvement grant for work on the Cape Kiwanda parking lot. While the amount was not reflected in the County’s order approving the grant application, it did include a commitment of “matching funds” from the County, citing the need to address parking and traffic congestion as well as liveability concerns there.
