The Tillamook County Sheriff’s Office is excited for the non-profit Tillamook County Sheriff’s Office Foundation. Since Sheriff Joshua Brown took office, this foundation has been a goal of his. “I am very excited about this foundation and its possibilities for the community and the Sheriff’s Office. Dear Tillamook County,
I would like to introduce to you a 501c3 non profit organization called Tillamook County Sheriff’s Foundation.
Sheriff Brown and I have been working on putting this organization together for the past year and a half. As of September 2024 we received our official status from the federal government. Our EIN # is 99-1504803. You can check us out with the Secretary of State of Oregon, and the Dept. Of Justice.
Our mission statement: The foundation is organized exclusively for charitable and educational purposes. The mission of the Foundation shall be to raise and contribute funds for programs, services and/or special projects that will improve the public’s safety in Tillamook County and which are not fully funded through the budget of Tillamook County or the Tillamook County Sheriff’s Office. Supported programs may include but are not limited to search and rescue, public safety, education support to youth, and support of law enforcement staff and families.

Let me take this time to introduce myself, my vision and how I got to leading this organization.
My name is Jesse Borough, I was born and raised here in Tillamook County. My family owns the Rv Repair shop in town. I’ve worked in Tillamook County at our family business spent some time as a floor supervisor at Spirit Mtn Casino and today, I live in Hillsboro OR I am a truck driver hauling Jet Fuel and Aviation Gas across Oregon, Washington and Idaho.
Giving back, volunteering, making my dent in this world in a positive way is my purpose in life.
In 2020, I made a stand at the mouth of the canyon on Hwy 6 after a string of deaths. I didn’t have a plan, three community members joined me that August day, we made a commitment that day to do SOMETHING. This got the attention of our three county commissioners, sheriff Brown, state Representative Weber, ODOT, the local paper, all of which came to me on the side of the road and asked me ” how can I help you?”
I wanted to bring local government, state government, ODOT, and the people in our community together to find solutions, and make Highway 6 safer and improve the road. This is where the community came up with the name Safety on 6. The next 18 months I worked with Suzanne Weber and lobbied HB 4053 in the state capitol advocating for highway 6. I’ve never done this before. This was new territory for me. The Bill passed unanimously bi partisan. Since then I’ve been advocating for this state highway. It’s a slow tedious process and I am still fighting the good fight to get funding for improvements.
September 2020 the wild fires hit our little town. There was a group of ladies cooking at the Alderbrook grange. I showed up and asked how I could help. They gave me a grocery list, I drove over to Costco and Cash & Carry with a small budget of my money and family and friends. The word got out, people were venmoing me money the total got up to $2500. Once I got back into town the money kept coming into my personal Venmo account. “whatever they need Jesse, here’s $20” so on and so forth. I didn’t know what to do, what they needed. Having the public’s money in my eyes is a sense of responsibility. So, I found myself figuring it out. Nichole Crossley and I put together a 501 c3 non Profit called the Pacific Northwest Fire Relief. Our community wanted to help in some way with the fire but we couldn’t all go up on the mtn to fight the fire.
I came onto Facebook and said bake your best desert and I’ll auction them off online live Sunday afternoon after church. Again, I’ve never done this before. I put together a team of 6. Three to run the auction, one person posting every three and a half minutes, the second person collecting names numbers of the winners on a spread sheet and the third contacting and collecting the money. The other three running the deserts to the doors when people came down to the church to pick them up. What I didn’t anticipate was that the town was watching and they would buy the deserts, then give them back to be bought again. It got bigger, people were showing up at the side door giving two night stays in Rockaway, Fishing guide tours from their businesses etc etc. which I added into the auction. I was making cold calls out of my phone contacts asking for match donations. This auction went on for 6 hours and we raised over $24,000.
At the time I was a hay hauler. I took the money and not only helped Tillamook County, but our neighbors in Otis and communities across the state of Oregon that were hit with wildfires.
Which leads me here today. Sheriff Brown reached out to me a year and a half ago with this idea of getting a Foundation for the Sheriff’s Office.
I will tell you I don’t have all the answers. I’m not perfect, I have a full time plus job. What I will tell you is I’m an action taker. I will make a move and fail, fall flat on my face. Get back up, dust myself off, and regroup.
The last four years I have hosted and co- hosted events supporting the Sheriff’s Office. I have built a team of volunteers that help me with these events. They work hard and we have a great time serving.
My vision for the Tillamook County Sheriffs Foundation is to support our law enforcement and to fill the needs within our community that falls within the guidelines of our bylaws and mission statement. I have my ideas, they are big and bold, that’s just how I operate.
When the Sheriff and I put this board together I shared with them what I’m sharing with you. I want to lead this board with our hearts and not our hand out soley asking for money. It’s imperative to me to add value back into the community and building a strong foundation with the community to build that trust is very important to me. I sit on other boards where you sit in a two hour meeting and you leave the meeting without actions steps. That’s not how I want to lead this organization. Action steps out of each meeting is a must.
I also want to learn how to write grants. So if there are any experts that would teach me I will be a great student and would love your help.
In closing, we are building the foundation of this organization. We are working on getting funding to get a website up and running and getting a Facebook group started. What we are looking for are.

– Donations
– Assistance with Grant writing.
